Position Profile – Construction Operations Manager - Southern California
Role Purpose
The Construction Operations Manager is responsible for overseeing the day-to-day operational performance of the production department, ensuring all projects are executed safely, efficiently, and in alignment with company standards for quality, budget, and client satisfaction. This role bridges field execution, project management, and leadership oversight — ensuring alignment between project delivery, forecasting, billing, and overall operational discipline.
The Operations Manager will provide direct support to Project Managers, Superintendents, and Field Teams by enforcing accountability, resolving escalations, and driving process efficiency. The position demands proactive leadership, a high sense of urgency, and the ability to maintain multiple priorities while ensuring that financial, scheduling, and quality targets are consistently met.
This role is designed for a hands-on, detail-oriented leader who thrives in a structured, performance-driven environment and can balance daily production demands with long-term operational improvement initiatives.

Key Responsibilities
Operational Leadership & Oversight
- Lead weekly meetings with Project Managers and conduct periodic check-ins throughout the week to ensure alignment with company initiatives and production priorities.
- Collaborate with the Director of Operations and participate in weekly Production L10 meetings to provide operational insight and support ongoing project requirements.
- Ensure all projects are executed per approved scopes, schedules, budgets, and safety standards, maintaining accountability for performance metrics across production.
- Conduct 5+ monthly site visits to verify work quality, safety compliance, cleanliness, and adherence to company standards.
- Hold weekly recurring meetings in 90io with direct reports to review performance, talent development, and departmental deliverables.
Project & Team Coordination
- Support Project Managers in resolving escalated issues within 3 business days, ensuring minimal liability to the company.
- Review superintendent daily reports and coordinate with Project Managers to address correction items promptly.
- Collaborate with Project Managers and the Estimating Department to ensure all required documentation is provided for change orders within 3 business days.
- Participate in client meetings weekly client relations meetings to maintain clear communication on schedules, RFIs, submittals, change orders, and project updates.
- Oversee daily field logistics including drivers, scaffolding, material delivery, debris disposal, and site cleanup operations.
Financial & Administrative Accountability
- Review material and subcontractor invoices for accuracy and budget compliance; approve or return for correction within one business day.
- Ensure 100% of invoice disputes are resolved within two business days, collaborating closely with clients and internal teams.
- Verify all billing submissions are completed by Project Managers and submitted to Accounts Receivable no later than 3 business days prior to month-end.
- Participate in bi-monthly AR Aging Review meetings with AR and Production leadership to address delinquent accounts and develop collection strategies.
- Audit the monthly Production Sales Summary by the 5th of each month to confirm revenue alignment with forecasts.
- Collaborate with the Director of Operations twice monthly to review the master project forecast and prepare for upcoming workload demands.
Client Relations & Representation
- Participate in a minimum of four client or board meetings per month — including project kickoffs, progress updates, town halls, and monthly site walks — representing the company with professionalism and technical credibility.
- Maintain consistent communication with clients to ensure expectations are met and issues are addressed promptly.
- Ensure workmanship warranty claims remain below one per quarter and/or under $5,000 in total value.
Destructive Testing (SB800 Claims)
- Oversee and ensure all Destructive Testing (DT) operations are executed from start to finish within the established time frame, maintaining efficiency, accuracy, and quality at every stage.
- Collaborate closely with the assigned Project Manager to confirm adherence to all safety regulations, access requirements, and site protocols before, during, and after testing.
- Monitor and track all costs associated with each DT, ensuring profitability and achieving a minimum gross profit margin of 25% or better.
- Work with Project Managers to ensure all repair (“put back”) work is completed correctly on the first attempt — with no return visits required and zero exterior leaks upon completion.
- Provide ongoing guidance to Project Managers on communication with attorneys and clients, ensuring issues are proactively addressed and solutions are presented that facilitate prompt, informed decision-making.
- Maintain high standards of documentation throughout the DT process, including pre-test photos, progress logs, and final verification, ensuring full transparency.
- Uphold Recon360’s reputation for professionalism, accuracy, and responsiveness in all interactions with clients, consultants, and legal representatives.
Forensic Support & Site Work
- Assist forensic staff with on-site inspections and investigations, ensuring all field activities are executed safely, efficiently, and in accordance with company and client expectations. Participate in visual assessments, testing preparation, and data gathering to help identify construction defects, damage sources, or performance issues.
- Compile inspection findings, photos, and testing data into structured preliminary report drafts, summarizing key observations and assisting senior forensic staff in developing conclusions, cost analyses, and repair scopes.
- Coordinate with project managers and forensic leads to ensure all inspection data is delivered promptly and formatted according to company standards for consistency, accuracy, and credibility.
- Maintain a strong focus on detail, organization, and clarity, supporting the forensic team in building defensible reports and ensuring all deliverables are backed by solid documentation and field evidence.
Operational Support
- Track project deliverables, timelines, and inspection schedules under guidance from senior staff.
- Follow established workflows for evidence collection, report formatting, and document archiving.
- Participate in process improvement initiatives related to inspections, reporting, and litigation support.
Ideal Candidate Profile
- Experience: 15+ years of experience in construction operations and project management, with a proven record of successful field execution in HOA, reconstruction, and SB800 environments. Proven experience managing annual production portfolios of $10M+.
- Leadership: Demonstrated ability to lead teams, resolve conflicts, and drive accountability across multiple departments.
- Technical Knowledge: Strong understanding of construction operations, change order processes, scheduling, and quality control standards.
- Financial Acumen: Capable of reviewing budgets, invoices, forecasts, and financial reports to ensure alignment with company goals.
- Communication: Excellent written and verbal communication skills; able to represent the company confidently in meetings with boards, clients, and consultants.
- Systems: Proficient in project management platforms (e.g., Sage, Salesforce, 90iO, Excel, Word, PDF, or equivalent).
- Availability: Able to travel to project sites and participate in after-hours meetings as required.
- Safety- OSHA 30 or an equivalent safety certification.

Accountability Statement

Compensation & Incentive Structure
Compensation scales with execution, not time. Progressing as each milestone is achieved and verified through metrics and leadership performance.
Base Salary $135,000-$175,000
Bonus Eligibility (Month 12+)
Annual performance bonus based on company EBITDA and department GP.
